Hey Tom,
If you are a bit trained, and you have good leg muscles then it will be no problem to do the pass with luggage. I did almost all passes in switzerland with "gepaeck" and could make them all. Ofcourse the more you carry with you, the slower you will go.
E.g. I did Stilfserjoch, Bernardino and Furka with lugguage and on a trekking bike. Just do it you feel as another person when you are at the top.

This summer I go the Spanish side of the Pyrenee mountains. Let's have a look what kind of passes and roads they have overthere ;-)
